Notifications Not Shown - Mobile Button

"Delivered" notifications in OneSignal means we have successfully sent the notification to the button servers (FCM/APNS/WNS etc..). The following are reasons why notifications may show as "Delivered" on the OneSignal dashboard or API, only are non visible on your device.

Devices must exist online to receive push notifications.
